well yes and no... you can make pod casts or you can set up a ftp server... but no to anything like live streaming... that's all server side and a PC just cant handle that kind of load.
your upload speed would have to be really fast! well above the 200kbs or people would just get tired of waiting...
BulletProof FTP Client was always kind of the standard go take a look at how that's done...
