First are you properly screening host families with fingerprint-based criminal background checks or are you just going to put them in anybody's house that calls and wants a student. There are sexual predators and dangerous criminals out there so you should be using the best method of screening families. According to the National Center for Missing and Exploited Children, name-based checks are inadequate and fingerprint-based checks are the most thorough method.
