When selecting host sites for the NCAA Tournament?

I know these selections are done years in advance. I was wondering when making the selections does the comittee look for schools that are normally bad at basketball? I do not think any of the host are in this year.

Bids are submitted according to seating in the arena, hotel/motel accomodations, nearby eateries etc. Most importantly, it's about the $$ generated and paid back to NCAA.
