Not only won't a "ready-made" web page not be as efficient as coding it yourself, it won't look like what you want, it'll look like what the author of the program wants. And if you don't know what's in it, modifying it will be difficult and maintaining it will be impossible.

If you want to host it yourself, download XAMPP (if you're going to host it on a Windows computer). Also go to http://www.dyndns.com/ and get a free subdomain name. You'll have to leave your computer on 24/7, but that's a good idea anyway.

If you want to host it on a commercial site, it'll cost you about $7/year for your domain name and you can get hosting for $4/month. (You don't pay for hits - you pay for a certain amount of bandwidth - if you start needing more, you pay more.)

Search for web hosting and you'll get lots of hits. (I use GoDaddy, but there are hundreds, or thousands, of hosts.)
